1. Timor-Leste (2022-2023)

Co-authored a policy recommendation report for developing a national Science & Technology strategy and digital research infrastructure in Timor-Leste, commissioned by the European Commission. 2. Netherlands Open Science Platform (2022)

Setting up a national strategy and organising a national consultation on the Netherlands Open Science Plan (NPOS2030), involving broad stakeholder engagement.

3. ERIC Forum (2018-2021)

The goal of the ERIC Forum (European Research Infrastructure Consortium Forum) is to bring together all ERICs to collaborate, exchange knowledge, and coordinate their activities at the European level. I was chair of the Forum in 2019 and a major task was updating the governance of the Forum.

4. EOSC Executive Board (2018–2020)

Provided strategic guidance on the governance and development of European research infrastructures and their role within the European Open Science Cloud (EOSC) ecosystem.

5. CESSDA (2017-2021)

Setting up strategy plan, getting involved in large EU-infrastructures projects; increasing membership from 16 to 23 EU-countries.

6. NL-presidency of the European Council (2016)

Initiating and coordinating on European Open Access Policy. I was project leader at the Dutch Ministry of Science. Tangible results were the Amsterdam Call for Action on Open Science and contributing to the Conclusions of the EU Competitive Council of May 2016.

7. Npuls (2024–ongoing)

An eight-year programme (2023–2031) aimed at advancing the digital transformation of Dutch secondary vocational education, higher professional education, and academic education. I am responsible for governance issues within the Digital Learning Materials Hub and leading the work on a trust framework on data exchange with respect to learning materials.

8. Edge Nodes Observatory [2022-2023]

The EU Edge Observatory monitors the evolution of the climate neutral and secure edge node landscape and ecosystem across the EU Member States. I coordinated the tender application, incl. budgeting, and have been leading the project until 2023.

9. EOSC Future (2021–2023)

EOSC Future aimed to build a sustainable European Open Science Cloud. As Project Director, I led this €41M Horizon Europe project with 105 partners across Europe. I was responsible for strategic coordination, partner engagement, and delivery of key milestones.; my role involved both high-level steering and operational oversight.

10. SSHOC (2019–2022)

This project, (Social Sciences and Humanities Open Cloud) with 20+ partners, was a Horizon 2020 project that aimed to build the social sciences and humanities (SSH) component of the European Open Science Cloud (EOSC). I led the grant application and coordinated the project. A main result was the creation of the SSH Open Marketplace: Home | Social Sciences & Humanities Open Marketplace. A spin-off was the establishment of five Science Clusters – covering all European research infrastructures – that managed to attain high visibility in EOSC and the EC.

Supporting departments and teams in finding proper – dedicated – EU calls on safety and border control. Supporting proposal development and implementation, ensuring legal and procedural compliance within a complex administrative environment.

About me - Ron Dekker

I help research organisations, public bodies and international consortia navigate the complexity of European open science policy and funding.

With over 25 years of experience across senior roles – including Director of CESSDA ERIC and Project Coordinator of the €41M EOSC Future initiative – I bring a deep understanding of research infrastructures, open science & education, and EU funding systems. Currently I work on the impact of digitisation on education (in NL).

I offer strategic advice, interim leadership and policy expertise across a range of areas, with a particular focus on:
